Misappropriation of UAH 137.5M in subway car delivery: former official suspected (PHOTO)
NABU and SAPO have exposed a criminal group that embezzled UAH 137.5 million from the municipal enterprise Kyiv Metro.
According to the investigation, in late 2022, Warsaw Metro offered to transfer 60 subway cars free of charge to Kyiv Metro. To organize their delivery to Kyiv, the municipal enterprise held a series of tenders in 2023 for freight forwarding services. A pre-selected company won the bids, offering transportation at a significantly inflated price totaling UAH 190 million.
After the payment was received, the funds were transferred from the company's account to a controlled entity abroad to conceal the crime. Subsequently, a portion of this amount was paid to the actual carrier, while the remaining UAH 137.5 million was pocketed by the scheme participants.
The suspects include:
- a former Kyiv Metro official;
- three current Kyiv Metro officials;
- two co-organizers of the crime;
- the director of the controlled company.
The pre-trial investigation was actively facilitated by the State Audit Service of Ukraine.
The suspects' actions fall under Part 5 Article 191 of the Criminal Code of Ukraine.
According to Article 62 of the Constitution of Ukraine, a person is considered not-guilty in the commission of a crime and cannot be subject to criminal punishment until he or she is found guilty by court.
