UAH 27M loss to Ukrzaliznytsia and Forests of Ukraine SE: 10 suspects

NABU and SAPO have served notices of suspicion to members of an organized "shadow office" in Kyiv and officials of state-owned enterprises involved in the misappropriation of over UAH 26.8 million belonging to Ukrzaliznytsia JSC and Forests of Ukraine SE. A total of 10 individuals have been implicated, including an active officer of the Security Service of Ukraine (SBU).

According to the investigation, the perpetrators implemented two corruption schemes during public procurement procedures by artificially inflating the prices of goods.

Episode 1: Between May and December 2024, members of the criminal group colluded with officials of Forests of Ukraine SE to arrange the procurement of metal pallets and plastic crates at unjustifiably inflated prices. As a result, the state enterprise transferred over UAH 21.5 million to the accounts of controlled companies.

Episode 2: The perpetrators applied a similar scheme during the procurement of power transformers for railway needs. With the assistance of Ukrzaliznytsia officials, companies controlled by the scheme's organizers illegally obtained over UAH 5.2 million between September 2023 and May 2025.

The actions of the suspects fall under Part 5, Article 191 of the Criminal Code of Ukraine (misappropriation, embezzlement of property, or seizure thereof through abuse of official position on a particularly large scale).

According to Article 62 of the Constitution of Ukraine, a person is considered not-guilty in the commission of a crime and cannot be subject to criminal punishment until he or she is found guilty by court.
