94 млн грн нецільових витрат: підозра посадовцю дорожньої служби Львівщини (ФОТО)
NABU and SAPO, jointly with the Strategic Investigations Department of the National Police in the Lviv region, have served a notice of suspicion on the head of the Service for Restoration and Infrastructure Development in the Lviv region (formerly the Lviv Region Road Service) over the misappropriation of budget funds.
According to the investigation, in 2022, the official authorized payment for capital repairs—specifically, the construction of a parking area for heavy goods vehicles on the M-10 Lviv–Krakivets highway. These works were paid for using funds earmarked for routine expenditures, despite the official being fully aware that no budget appropriations had been allocated for such capital costs. At the time, routine road maintenance expenditures were prioritized, which enabled a swift settlement with the contractor.
As a result, in December 2022, over UAH 92 million in budget funds were transferred to the contracting organization for unintended purposes.
In 2023, the official facilitated an additional payment of nearly UAH 2 million for work at the same site.
Legal qualification: Part 2, Article 210 of the Criminal Code of Ukraine.
According to Article 62 of the Constitution of Ukraine, a person is considered not-guilty in the commission of a crime and cannot be subject to criminal punishment until he or she is found guilty by court.
