Land corruption in Kyiv City Council: new suspects (PHOTOS)
NABU and SAPO announced new charges within the framework of the “Clean City” operation aimed at eradicating corruption in Kyiv’s land and budgetary sectors. A former Deputy Head of the Kyiv City State Administration and his accomplice are suspected of attempting to unlawfully seize two land plots in the capital using the so-called “toilet scheme”.
According to the investigation, in 2023–2024, the suspects ensured the registration, in the names of front persons, of “buildings” allegedly constructed in the early 1990s.
These “objects” were later purchased by controlled companies, which applied to the Kyiv City Council to form land plots for the maintenance of the “buildings” and to transfer these plots into their use.
In order to secure the land rights, the suspects, together with a deputy of the Kyiv City Council, the head of the land commission, organized the construction of primitive structures on the plots — the so-called “toilets” — the preparation of technical passports, and the registration of ownership rights to them.
In addition, they bribed unidentified representatives of law enforcement and regulatory authorities to turn a blind eye to the unauthorized construction.
The accomplices kept detailed records of expenses: the relevant tables recorded sources of funding, amounts, and directions.
The amount of potential damage to the territorial community of Kyiv exceeds UAH 19.5 million.
Legal qualification: Part 5 of Article 27, Part 3 of Article 15, Part 5 of Article 191 of the Criminal Code of Ukraine.
Overall, there are currently 9 suspects in the case of land corruption in the Kyiv City Council. Two persons are already on trial. Another participant in the crime has been convicted.
The investigation is ongoing. Other episodes of criminal activity are being established.
According to Article 62 of the Constitution of Ukraine, a person is considered not-guilty in the commission of a crime and cannot be subject to criminal punishment until he or she is found guilty by court.
