Head of a parliamentary faction notified of suspicion (PHOTO)

NABU and SAPO have served charges against the head of a deputy faction of the Verkhovna Rada of Ukraine, who offered undue benefits to MPs for proper voting.

According to the investigation, after NABU and SAPO exposed in December 2025 several lawmakers receiving unlawful benefits for proper voting on draft laws, the suspect started negotiations with certain MPs about systemic unlawful benefits in exchange for loyal behavior during voting.

This concerned not one-off arrangements, but a regular cooperation mechanism that envisaged advance payments and was designed for a long-term period.

Lawmakers were to receive instructions on how to vote and, in certain cases, instructions to abstain from voting or not participate in voting at all.

Legal qualification: Part 4 Article 369 of the Criminal Code of Ukraine.

The pre-trial investigation is ongoing.

According to Article 62 of the Constitution of Ukraine, a person is considered not-guilty in the commission of a crime and cannot be subject to criminal punishment until he or she is found guilty by court.
